The IRS classifies cryptocurrency as property, not currency. Every sale, trade, spend, or exchange of crypto creates a taxable event at the federal level, reported on IRS Form 8949 and Schedule D. Oregon requires all crypto gains and income to be reported on Form OR-40, taxed at progressive rates from 4.75% to 9.9%. The top rate of 9.9% applies to single filers with taxable income above $125,000 and joint filers above $250,000. Oregon uniquely allows a subtraction for federal income taxes paid, capped at $8,500 for 2025. Oregon does not offer preferential long-term capital gains rates, meaning all crypto gains are taxed the same regardless of holding period.
Portland residents face three additional local taxes that apply to crypto income. The Portland Arts Tax is a flat $35 annual tax per adult resident who earns $1,000 or more. The Multnomah County Preschool for All (PFA) tax imposes 1.5% on taxable income above $125,000 (single) or $200,000 (joint), with an additional 1.5% (total 3%) on income above $250,000 (single) or $400,000 (joint). The Metro Supportive Housing Services (SHS) tax adds 1% on taxable income above $125,000 (single) or $200,000 (joint). For high-earning crypto investors, these local taxes can add up to 4% on top of Oregon's 9.9% state rate, bringing the combined state and local rate to nearly 14% before federal taxes. All three local taxes are filed through the Portland Revenue Division.
Portland crypto investors need IRS Form 8949 and Schedule D (Form 1040) for federal reporting. For Oregon state taxes, Form OR-40 is required, with Schedule OR-ASC for certain additions and subtractions including the federal tax subtraction. Portland residents must also file the Arts Tax return ($35), Multnomah County PFA tax return, and Metro SHS tax return through the Portland Revenue Division. Oregon has no sales tax, so using crypto to buy goods does not trigger a state sales tax event, but the crypto disposal itself remains a taxable income event.
